The United States spent about <a href=\"https:\/\/eu.usatoday.com\/story\/money\/2019\/06\/13\/cost-of-war-13-most-expensive-wars-in-us-history\/39556983\/\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">US$1.1 trillion<\/a> (\u00a3830 billion) on the 2003 Iraq war in today\u2019s money, while the Falklands war cost the UK the equivalent of about <a href=\"https:\/\/www.upi.com\/Archives\/1982\/10\/26\/Falklands-war-cost-Britain-119-billion\/9721404452800\/#:%7E:text=LONDON%20%2D%2D%20Prime%20Minister%20Margaret,million%20pounds%20(%241.19%20billion).\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">\u00a32.6 billion<\/a>.<\/p>\n<p>Funding is, therefore, an important resource in any conflict, similar to that of artillery, fuel and boots on the ground. The burden of finance traditionally falls to governments, often in the form of issuing war bonds. Ukraine is <a href=\"https:\/\/fortune.com\/2022\/03\/02\/ukraine-selling-war-bonds-russia-invasion\/\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">currently issuing<\/a> US$270 million in war bonds for that very purpose.<\/p>\n<p>Interestingly, however, Ukraine is also drawing on options that were not available until very recently. Several days after the Russian invasion, <a href=\"https:\/\/twitter.com\/FedorovMykhailo\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">Mykhailo Fedorov<\/a>, vice prime minister of Ukraine and minister of digital transformation, called on people around the world to show solidarity with Ukraine by making crypto donations.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\" readability=\"14.193037974684\">\n<p lang=\"en\" dir=\"ltr\">Stand with the people of Ukraine<br \/>Now accepting cryptocurrency donations. Bitcoin and Tether (USDTtrc20)<\/p>\n<p>BTC \u2014 357a3So9CbsNfBBgFYACGvxxS6tMaDoa1P<\/p>\n<p>ETH \u2014 0x165CD37b4C644C2921454429E7F9358d18A45e14<\/p>\n<p>USDT (trc20) \u2014 TEFccmfQ38cZS1DTZVhsxKVDckA8Y6VfCy<\/p>\n<p>\u2014 Mykhailo Fedorov (@FedorovMykhailo) <a href=\"https:\/\/twitter.com\/FedorovMykhailo\/status\/1497549813205848068?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">February 26, 2022<\/a><\/p>\n<\/blockquote>\n<p>At the time of writing, donations have <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-03-01\/ukraine-adds-polkadot-to-crypto-tokens-it-accepts-for-donations\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">exceeded US$50 million<\/a>. This may not be in the same league as the value of the war bonds or the <a href=\"https:\/\/www.gov.uk\/government\/news\/ukraine-uk-pledges-another-80million-in-aid-to-help-ukraine-deal-with-humanitarian-crisis\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">financial aid<\/a> and military assistance being offered by governments around the world, but it\u2019s not insignificant. It shows individuals collectively having a state-like impact on the global stage.<\/p>\n<p>This new way of accessing global private capital is a refreshingly welcome facet of cryptocurrencies. By going straight to the people of the world, Ukraine\u2019s government has been able to raise finance quickly without the need for financial intermediaries.<\/p>\n<p>Yet as ever with cryptocurrencies, they bring benefits and risks in equal measures. They also have the potential to help Russians to evade the crashing rouble \u2013 contrary to demands by Ukraine. Mykhailo Fedorov, for example, <a href=\"https:\/\/twitter.com\/FedorovMykhailo\/status\/1497922588491792386\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">pleaded on Twitter<\/a> for, \u201call major crypto exchanges to block addresses of Russian users \u2026 It\u2019s crucial to freeze not only the addresses linked to Russian and Belarusian politicians but also to sabotage ordinary users\u201d.<\/p>\n<p>The crypto community has not wholeheartedly agreed. One leading Twitter user, David Gokhshtein, <a href=\"https:\/\/twitter.com\/davidgokhshtein\/status\/1498024541519495175\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">replied that<\/a> he is, \u201cdefinitely with Ukraine and for peace but we don\u2019t do that in crypto\u201d.<\/p>\n<p>Changpeng Zhao, founder of leading exchange Binance, <a href=\"https:\/\/www.theguardian.com\/technology\/2022\/mar\/02\/crypto-exchange-boss-changpeng-zhao-binance-resists-calls-for-ban-on-all-russia-transactions\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">has said that<\/a> it\u2019s not the place of crypto exchanges to restrict Russian activities in general, though he emphasized that his exchange was not permitting any of the hundreds of wealthy Russian individuals on western sanctions lists to use its services. Even then, he said, it was impossible to stop them because there were so many other exchanges that they could use instead.<\/p>\n<p>With Russians also being restricted by moving money out of the country both by sanctions on Russian banks and <a href=\"https:\/\/www.reuters.com\/markets\/europe\/russian-central-bank-scrambles-contain-fallout-sanctions-2022-02-28\/\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">capital controls<\/a> imposed by their own government, many appear to be attempting to throw off the shackles of their national virtual identity to get around these rules. Russian demand for VPNs, which help individuals to stay private online when using public networks, was up <a href=\"https:\/\/www.reuters.com\/markets\/europe\/demand-vpns-russia-ukraine-leaps-internet-control-tightens-2022-02-28\/\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">at least fourfold<\/a> over the weekend, and possibly a <a href=\"https:\/\/techaeris.com\/2022\/03\/01\/demand-swells-by-2000-for-vpn-services-in-russia\/\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">good deal more<\/a>.<\/p>\n<p><a href=\"https:\/\/www.forbes.com\/sites\/roberthart\/2022\/03\/01\/major-cryptocurrencies-including-bitcoin-ether-rise-amid-fears-russia-will-evade-sanctions-with-crypto\/?sh=2e8d53c6431b\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">Russian demand<\/a> for crypto may already help to explain bitcoin\u2019s rise by about 15% since the weekend, currently trading at <a href=\"https:\/\/finance.yahoo.com\/quote\/BTC-USD\/?guccounter=1&amp;guce_referrer=aHR0cHM6Ly93d3cuZ29vZ2xlLmNvbS8&amp;guce_referrer_sig=AQAAABd0m8dyCWZPCCKa0ytZSiu0ORfnaomxMIATw67IwxbHJqnV2thWhWOtcIE1_i53Y6qQv1unfhEKePXC_b6G5-IxTEzGb2rKOBthTrhgGI5Qu1sWQsH_NKhQqi-5d43AxoIj0S9h_2I63F-z2ByXOoG54ghhYYl8FklBpaIT5I7i\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">around US$43,500<\/a>. Leading altcoins such as Ethereum (+12%), Ripple (+7%), and Solana (+18%) have also been on the way up.<\/p>\n<h2>The bigger issue<\/h2>\n<p>There are also questions about how crypto could affect the sanctions regime as a whole, which not only includes restrictions on Russian banks and oligarchs but also a <a href=\"https:\/\/www.ft.com\/content\/526ea75b-5b45-48d8-936d-dcc3cec102d8\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">freeze on the<\/a> US$630 billion foreign reserves of the Russian central bank. <a href=\"https:\/\/www.theguardian.com\/business\/2022\/mar\/01\/could-putin-be-exploring-cryptocurrencies-to-bypass-western-sanctions-russia-ukraine-invasion\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">Could Russian institutions<\/a> get around these restrictions by using cryptocurrencies?<\/p>\n<p>The problem is not new to this conflict. Countries such as Iran have <a href=\"https:\/\/www.pymnts.com\/cryptocurrency\/2022\/central-bank-of-iran-to-aid-traders-making-sanction-busting-crypto-payments\/\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">previously been accused<\/a> of using bitcoin to bypass sanctions. Nonetheless, as the global community looks ever more fractured by ideology and past grievances, concerns about Russia are of a different order.<\/p>\n<p>In my view, however, it is <a href=\"https:\/\/www.aljazeera.com\/economy\/2022\/3\/1\/crypto-will-not-save-russia-from\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">doubtful that<\/a> crypto will save Russia from sanctions. Even apart from the huge task of establishing the necessary facilities within Russian banks, many of the people and institutions that would be receiving the crypto would need to set up wallets of their own. Besides that, <a href=\"https:\/\/www.blockchain.com\/charts\/estimated-transaction-volume-usd\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">daily transaction values<\/a> in crypto only amount to a few billion dollars. This is a big number, but an order of magnitude less than the overall financial system. If Russia were to seriously start using crypto for payments, the market is not yet mature enough to cope.<\/p>\n<p>Having said that, it\u2019s worth noting that thanks to the devaluation of the rouble, bitcoin has <a href=\"https:\/\/www.independent.co.uk\/tech\/bitcoin-price-russia-ruble-crash-b2025055.html\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">now eclipsed it<\/a> in overall value. It is <a href=\"https:\/\/coinmarketcap.com\/fiat-currencies\/\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">now the 14th<\/a> most valuable currency in the world, three places above the rouble.<\/p>\n<p>It is possible that the positives that crypto has brought to this war will be a step towards it becoming more widely accepted and for the world to come up with the harmonized global regulation vital for it to fully reach the mainstream. On the other hand, it is clearly already difficult to prevent crypto from being used as a way of evading sanctions on a relatively small scale, and it has the potential to make it much harder to financially restrict pariah countries in years to come.<!-- Below is The Conversation's page counter tag.
