{"id":10593,"date":"2022-03-15T14:36:41","date_gmt":"2022-03-15T14:36:41","guid":{"rendered":"http:\/\/TheNextWeb=1382564"},"modified":"2022-03-15T14:36:41","modified_gmt":"2022-03-15T14:36:41","slug":"the-russian-government-is-using-a-twitter-loophole-to-spread-disinformation","status":"publish","type":"post","link":"https:\/\/www.londonchiropracter.com\/?p=10593","title":{"rendered":"The Russian government is using a Twitter loophole to spread disinformation"},"content":{"rendered":"\n<p>In February this year, <a href=\"https:\/\/www.politico.com\/news\/2022\/02\/24\/social-media-platforms-russia-ukraine-disinformation-00011559\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">reports<\/a> surfaced on Twitter and Facebook that the Ukrainian government was undertaking a mass genocide of civilians. Around the same time, <a href=\"https:\/\/networkcontagion.us\/wp-content\/uploads\/NCRI-Insights-SitRep-March-2022.pdf\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">conspiracy theorists<\/a> began saying Ukrainian president Volodymyr Zelenskyy was an agent of the \u201cNew World Order\u201d.<\/p>\n<p>These claims have been thoroughly debunked, but not before attracting millions of views and offering a purported justification for Russia\u2019s invasion of Ukraine. More recently, Russian and Chinese officials have <a href=\"https:\/\/www.washingtonpost.com\/world\/2022\/03\/11\/un-council-ukraine-russia-chemical-weapons-zelensky\/\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">claimed<\/a> the United States has funded bioweapons research in Ukraine.<\/p>\n<p>Social media has played a crucial role in the spread of these and other false claims. We have identified a network of dozens of Russian government Twitter accounts using a loophole in the platform\u2019s rules to run a coordinated program of disinformation.<\/p>\n<h2>The dangers of disinformation<\/h2>\n<p>By \u201cdisinformation\u201d, we mean factually incorrect material distributed with the aim of unsettling or damaging something or someone: a politician, a political party or system, or a way of life.<\/p>\n<p>Since the <a href=\"https:\/\/www.tandfonline.com\/doi\/abs\/10.1080\/1369118X.2018.1505934\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">2016 US elections<\/a>, disinformation has been recognized as <a href=\"https:\/\/journals.sagepub.com\/doi\/pdf\/10.1177\/1940161220918740\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">a growing threat to democracy<\/a>.<\/p>\n<p>Democracy relies on citizens\u2019 ability to make informed decisions about policy, politics, and world affairs. This ability is severely compromised when fake and (deliberately) misleading claims are promoted as fact.<\/p>\n<p>As we have seen during the <a href=\"https:\/\/misinforeview.hks.harvard.edu\/article\/using-misinformation-as-a-political-weapon-covid-19-and-bolsonaro-in-brazil\/\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">COVID-19 pandemic<\/a>, disinformation can also pose <a href=\"https:\/\/www.ncbi.nlm.nih.gov\/pmc\/articles\/PMC8251261\/\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">a grave threat<\/a> to public health and safety.<\/p>\n<p>Disinformation itself is not new, but over the past decade, it has found an <a href=\"https:\/\/www.npr.org\/2022\/03\/05\/1084729621\/how-to-spot-disinformation-and-propaganda-coming-out-of-the-ukraine-russia-confl\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">ideal place to flourish<\/a> on social media platforms.<\/p>\n<h2>Why disinformation loves social media<\/h2>\n<p>Facebook, Twitter, YouTube, and many other platforms are designed as <em>amplification systems<\/em>. They are built to be open to all comers and increase the volume on any type of content.<\/p>\n<p>Anyone with an internet connection can access social media, where all kinds of content can be shared with a speed and reach that was impossible with heritage media.<\/p>\n<p>The sheer speed at which disinformation is disseminated \u2013 especially via automated \u201c<a href=\"https:\/\/eprints.qut.edu.au\/202960\/1\/P904_Like_a_virus_COVID19_disinformation_Web_.pdf\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">bot accounts<\/a>\u201d \u2013 makes it hard for content moderators to keep up. The <a href=\"https:\/\/www.tandfonline.com\/doi\/pdf\/10.1080\/21670811.2017.1345645\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">emotive<\/a>, partisan nature of much online disinformation also means internet users and journalists are more likely to spread it without checking it too closely.<\/p>\n<h2>Russian accounts on Twitter<\/h2>\n<p>Russian government Twitter accounts have played a key role in the spread of pro-Russia disinformation. While Twitter has fewer users than Facebook or Instagram, it is a <a href=\"https:\/\/www.tandfonline.com\/doi\/full\/10.1080\/17512786.2013.802481?casa_token=FhHE7c5qdfwAAAAA%3AMzRWhEQmU0hnfG_s57kTaao8_n-1VE1oZ6IojRKpIfcRjrkCG-B85TecCAbUVfkf7Ko4CIFU76nnri0\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">pivotal site<\/a> for the production and dissemination of news.<\/p>\n<p>We tracked the Twitter activity of 75 official Russian government accounts and found they are a major source and amplifier of disinformation. At the time of writing these accounts together have a total of 7,366,622 followers. They have been retweeted 35.9 million times, received 29.8 million likes, and 4 million replies.<\/p>\n<p>Between 25 February and 3 March 2022, about these accounts made 1,157 tweets \u2013 and around three quarters were about Ukraine. The accounts have tried to spread false narratives to justify the invasion.<\/p>\n<figure class=\"align-center zoomable\" readability=\"3\">\n<p><figure class=\"post-image post-mediaBleed Ukraine as a sovereign state, sowing doubt and mistruths about the Ukraine government and neo-Nazi infiltration, spreading \u201cwhataboutisms\u201d that downplay the Ukraine invasion by drawing attention to alleged war crimes by other countries, and spreading <a href=\"https:\/\/www.businessinsider.com\/infowars-conspiracy-theory-appears-in-russian-chinese-propaganda-on-ukraine-2022-3\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">conspiracy theories<\/a> about Ukraine\/US bioweapons research.<\/p>\n<figure class=\"align-center zoomable\" readability=\"2\">\n<p><figure Ukraine.<\/figcaption><\/figure>\n<\/p>\n<\/figure>\n<h2>A loophole for governments<\/h2>\n<p>Twitter has recognized the disinformation possibilities of state-affiliated media, putting <a href=\"https:\/\/www.axios.com\/twitter-label-tweets-russia-state-media-c288d07f-39bf-47df-9164-c74626e967fa.html\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">warning labels<\/a> on their content and not <a href=\"https:\/\/help.twitter.com\/en\/rules-and-policies\/state-affiliated\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">recommending or amplifying<\/a> them.<\/p>\n<p>However, these rules do not apply to government-controlled accounts not labeled as media, such as foreign embassies.<\/p>\n<p>As a result, these accounts are flooding the platform with propaganda. This is a critical gap in Twitter\u2019s moderation practices and one that has received little attention.<\/p>\n<h2>A coordinated network<\/h2>\n<p>The 75 Russian government accounts we studied are also working together to amplify disinformation. Larger nodes coordinate more often, links indicate retweeting within 60 seconds of one another, and the colors represent \u201ccommunities\u201d of accounts that tend to co-retweet especially frequently.<\/p>\n<p>The most prominent accounts re the two Russian Ministry of Foreign Affairs accounts (@mfa_russia and @mid_rf), the Russian Mission in Geneva (@mission_russian), and the Russian Embassy in the USA (@rusembusa).<\/p>\n<h2>What can be done?<\/h2>\n<p>Twitter needs to do more to safeguard the platform from harmful content by state actors. Government accounts are still free to flood the space with false information.<\/p>\n<p>Twitter\u2019s policies and rules need to be modified to suit special circumstances such as war. They also need to adapt to non-Western contexts where disinformation is easily missed by automated moderation tuned to the English language and the norms of the US and western Europe.<\/p>\n<p>Platforms have traditionally taken their cues from the techno-libertarian adage that \u201c<a href=\"https:\/\/digitopoly.org\/2015\/10\/25\/information-wants-to-be-free-the-history-of-that-quote\/\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">information wants to be free<\/a>\u201d. This has turned out to be a disaster for liberal democracy and public health.<\/p>\n<p>Some positive changes have been made, particularly after the <a href=\"https:\/\/mumbrella.com.au\/social-media-giants-have-finally-confronted-trumps-lies-but-why-wait-until-there-was-a-riot-in-the-capitol-663348\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">January 6 Capitol riots<\/a> in the US, but platforms are still designed on the principle that the other side should always be heard.<\/p>\n<p>This design is not simply the result of an impoverished understanding of political theory by young white male Silicon Valley entrepreneurs. It\u2019s good for business: blocking government disinformation could result in <a href=\"https:\/\/www.bbc.com\/news\/world-asia-india-56007451\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">governments blocking platforms in retaliation<\/a>, cutting off valuable users.<\/p>\n<h2>Do your homework<\/h2>\n<p>Individual Twitter users can also help stem the spread of state-issued disinformation by doing exactly what conspiracists and disinformation actors have long encouraged: <a href=\"https:\/\/theconversation.com\/vaccine-hesitancy-why-doing-your-own-research-doesnt-work-but-reason-alone-wont-change-minds-169814\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">their own research<\/a>.<\/p>\n<p>Users can and should ask themselves: How accurate is this claim? How can the claim be verified? Who is posting this information about Russia? What stake does that person or persons have in Russian state affairs? How might amplifying this content, even to criticize it, <a href=\"https:\/\/datasociety.net\/library\/oxygen-of-amplification\/\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">unwittingly spread it further<\/a>?<\/p>\n<p>If a piece of information cannot be verified or appears to be driven by bias or prejudice, it is in everyone\u2019s best interest not to tweet or retweet. <!-- Below is The Conversation's page counter tag.
