{"id":12895,"date":"2023-05-04T14:31:04","date_gmt":"2023-05-04T14:31:04","guid":{"rendered":"http:\/\/TheNextWeb=1396137"},"modified":"2023-05-04T14:31:04","modified_gmt":"2023-05-04T14:31:04","slug":"uk-competition-watchdog-probes-ai-market-amid-safety-concerns","status":"publish","type":"post","link":"https:\/\/www.londonchiropracter.com\/?p=12895","title":{"rendered":"UK competition watchdog probes AI market amid safety concerns"},"content":{"rendered":"\n<div><img decoding=\"async\" src=\"https:\/\/img-cdn.tnwcdn.com\/image\/tnw-blurple?filter_last=1&amp;fit=1280%2C640&amp;url=https%3A%2F%2Fcdn0.tnwcdn.com%2Fwp-content%2Fblogs.dir%2F1%2Ffiles%2F2023%2F05%2FUK-watchdog-AI-review-CMA.jpg&amp;signature=c24c7f320fbbf29ddda3d50c25fec3a2\" class=\"ff-og-image-inserted\"><\/div>\n<p><span>The UK\u2019s competition watchdog has launched a review of the <a href=\"https:\/\/thenextweb.com\/topic\/artificial-intelligence\" target=\"_blank\" rel=\"noopener noreferrer\">artificial intelligence<\/a> market, in an effort to weigh up the potential opportunities and risks of a technology Bill Gates dubs as \u201c<\/span><span>revolutionary as mobile phones and the Internet.\u201d<\/span><\/p>\n<p><span>The Competition and Markets Authority (CMA) <\/span><a href=\"https:\/\/www.gov.uk\/government\/news\/cma-launches-initial-review-of-artificial-intelligence-models\" target=\"_blank\" rel=\"nofollow noopener noreferrer\"><span>said<\/span><\/a><span> it would investigate the systems underpinning tools such as ChatGPT in order to evaluate the <\/span><span>competition rules and consumer protections that may be required. This, the CMA stated, is to ensure the development and deployment of AI tools is done in a safe, secure, and accountable manner.&nbsp;<\/span><\/p>\n<p><span>\u201cIt\u2019s crucial that the potential benefits of this transformative technology are readily accessible to UK businesses and consumers while people remain protected from issues like false or misleading information,\u201d said CMA chief executive, Sarah Cardell.&nbsp;&nbsp;<\/span><\/p>\n<p><span>The CMA has <\/span><span>set a deadline for views and evidence to be submitted by June 2, with plans to report its findings in September.&nbsp;&nbsp;<\/span><\/p>\n<p><span>The announcement comes as regulators across the world tighten their grip on the development of generative AI \u2014 a technology which can generate text, images, and audio virtually indistinguishable from human output. Hype around this type of AI has been swiftly followed by <\/span><a href=\"https:\/\/www.economist.com\/news\/2023\/04\/26\/what-to-fear-about-generative-ai-and-what-to-do-about-it\" target=\"_blank\" rel=\"nofollow noopener noreferrer\"><span>fears<\/span><\/a><span> over its impact on jobs, industry, education, privacy \u2014 virtually all aspects of daily life.&nbsp; &nbsp;<\/span><\/p>\n<p><span>In late March, more than 2,000 industry experts and executives in North America \u2014 including researchers at DeepMind, computer scientist Yoshua Bengio, and Elon Musk \u2014 signed an open letter, calling for a six-month pause in the training of systems more powerful than GPT-4, ChatGPT\u2019s successor. The signatories cautioned that <\/span><span>\u201cpowerful AI systems should be developed only once we are confident that their effects will be positive and their risks will be manageable.\u201d<\/span><\/p>\n<p><span>Meanwhile, Dr Geoffry Hinton, widely referred to as AI\u2019s \u201cgodfather,\u201d <\/span><a href=\"https:\/\/thenextweb.com\/news\/ai-godfather-quits-google-warns-of-dangers-ahead\" target=\"_blank\" rel=\"noopener noreferrer\"><span>quit his job<\/span><\/a><span> at Google this week to talk about the dangers of the technology he helped develop. <\/span><span>Hinton fears that generative AI tools could inundate the internet with fake photos, videos, and texts to the extent that an average person won\u2019t be able to \u201ctell what\u2019s true anymore.\u201d<\/span><\/p>\n<p><span>And yesterday, former UK government chief scientific adviser Sir Patrick Vallance <\/span><a href=\"https:\/\/www.independent.co.uk\/news\/uk\/politics\/patrick-vallance-mps-government-rishi-sunak-google-b2331622.html\" target=\"_blank\" rel=\"nofollow noopener noreferrer\"><span>told<\/span><\/a><span> MPs on the Science, Innovation and Technology Committee that AI could have as big an impact on jobs as the industrial revolution.<\/span><\/p>\n<p><span>Anita Schj\u00f8ll Abildgaard<\/span><span>, CEO and Co-founder of Norwegian startup Iris.ai, is optimistic that the probe will address some of these fears and \u201cuphold consumer protections and safely progress the development of AI,\u201d she told TNW. <\/span><span>Abildgaard also hopes the review will help <\/span><span>address <\/span><span>the \u201ccompetitive imbalance\u201d and \u201clack of disclosure\u201d present in Big Tech\u2019s proprietary data and training models.<\/span><\/p>\n<p><span>However, while the CMA and many others are clearly concerned about the impacts of AI tools developed by firms such as OpenAI, Microsoft, and Google, Cardell is <\/span><a href=\"https:\/\/www.ft.com\/content\/76f12980-657e-405c-b510-9ee8bbfb81b7\" target=\"_blank\" rel=\"nofollow noopener noreferrer\"><span>adamant<\/span><\/a><span> that the review would not be targeting any specific companies. Rather, she said that the \u201cfact-finding mission\u201d would engage with \u201ca whole host of different interested stakeholders, [including] businesses, academics, and others, to gather a rich and broad set of information\u201d.&nbsp;<\/span><\/p>\n<p><span>Cardell is also clear that the CMA doesn\u2019t wish to stifle the growth of the rapidly emerging AI industry, but promote it, albeit with a few safeguards. \u201c<\/span><span>It\u2019s a technology that has the potential to transform the way businesses compete as well as drive substantial economic growth,\u201d she said.&nbsp;<\/span><\/p>\n<p><span>A UK government white paper published in March follows a similar trend, signalling ministers\u2019 preference to avoid setting any bespoke rules (or oversight bodies) to govern the uses of AI at this stage.
