It also wants to end the controversial practice of charging fees to authors.<\/p>\n<p>\u201cImmediate and unrestricted open access should be the norm in publishing research involving public funds, with transparent pricing commensurate with the publication services and where costs are not covered by individual authors or readers,\u201d <a href=\"https:\/\/data.consilium.europa.eu\/doc\/document\/ST-8827-2023-INIT\/en\/pdf\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">reads the text<\/a>.<\/p>\n<p>The position has been agreed \u201cat technical level,\u201d according to the document. They will now be submitted for approval by research ministers at a 23 May 2023 meeting.<\/p>\n<blockquote class=\"c-richText__pullQuote\" readability=\"29\">\n<div class=\"c-richText__pullQuoteGradient\" readability=\"32\">\n<p class=\"c-richText__pullQuoteQuote\">\u201c<span>Publicly funded research should be publicly available for free.<\/span><\/p>\n<\/p><\/div>\n<\/blockquote>\n<p>The EU\u2019s move could have sweeping implications for a divisive industry. Academic publishers can charge thousands of euros to access single articles \u2014 despite the papers being based on taxpayer-funded research. Furthermore, the study author often has to pay the publisher to issue the paper.<\/p>\n<p>The EU\u2019s proposals could upend this <a href=\"https:\/\/www.theguardian.com\/science\/2017\/jun\/27\/profitable-business-scientific-publishing-bad-for-science\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">staggeringly profitable<\/a> business model.
