After a recent flurry of open letters about <a href=\"https:\/\/futureoflife.org\/open-letter\/pause-giant-ai-experiments\/\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">runaway<\/a> AI, <a href=\"https:\/\/thenextweb.com\/news\/eu-lawmakers-fear-ai-moving-too-fast-call-for-global-oversight\" target=\"_blank\" rel=\"noopener noreferrer\">unregulated<\/a> AI, and <a href=\"https:\/\/thenextweb.com\/news\/ai-poses-risk-of-extinction-warn-european-tech-luminaries\" target=\"_blank\" rel=\"noopener noreferrer\">apocalyptic<\/a> AI, another missive arrived on the EU\u2019s doorstep today.<\/p>\n<p>In this case, however, the signatories have raised a contrary concern. Rather than call for more rules, they fear there will soon be too many.<\/p>\n<p>Their target is the impending <a href=\"https:\/\/thenextweb-com.webpkgcache.com\/doc\/-\/s\/thenextweb.com\/news\/ai-act-vote-pushes-eu-ban-on-predictive-policing-facial-recognition\">AI Act<\/a>. Billed as the world\u2019s first comprehensive legislation for the tech, the new rules are trying to walk the fine line between ensuring safety&nbsp;and supporting innovation. The new <a href=\"https:\/\/drive.google.com\/file\/d\/1wrtxfvcD9FwfNfWGDL37Q6Nd8wBKXCkn\/view\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">letter<\/a>, signed by executives at some of Europe\u2019s biggest companies, warns that they\u2019re losing balance.<\/p>\n<p>\u201cThe draft legislation would jeopardise Europe\u2019s competitiveness and technological sovereignty without effectively tackling the challenges we are and will be facing,\u201d said the letter, sent to the European Parliament, Commission, and member states.<\/p>\n<blockquote class=\"c-richText__pullQuote\" readability=\"29\">\n<div class=\"c-richText__pullQuoteGradient\" readability=\"32\">\n<p class=\"c-richText__pullQuoteQuote\">\u201cStates with the most powerful models will have a decisive competitive advantage.<\/p>\n<\/p><\/div>\n<\/blockquote>\n<p>The signatories encompass bigwigs at corporate giants including Heineken, Carrefour, and Renault, as well as leaders at tech firms such as Ubisoft, TomTom, and Mistral AI. On June 14, the European Parliament added new requirements on generative AI tools, such as ChatGPT, which would provoke \u201cdisproportionate\u201d compliance costs and liability risks, according to the signatories.<\/p>\n<p>They warn that this will push Europe further behind the US in AI development. This impact, they continue, will extend from the economy to culture, as large language models will be embedded into everything from search engines to digital assistants.<\/p>\n<p>\u201cStates&nbsp;with the most powerful large language models will have a decisive competitive advantage\u2026 Europe cannot afford to stay on the sidelines,\u201d said the letter.<\/p>\n<h2>Bending AI rules<\/h2>\n<p>In addition to raising the complaints, the business leaders proposed some solutions.<\/p>\n<p>Their principal suggestion is restricting EU laws to broad principles in a risk-based approach, which would be implemented by a dedicated body and adaptable to new advances and risks. Such a process, they said, should be developed in dialogue with the economy.<\/p>\n<p>The signatories also expressed support for some aspects of the AI Act. Specifically, they endorsed mandatory safety testing for new systems, standard labelling of AI-generated content, and a duty of care in model development.<\/p>\n<p>Those overtures haven\u2019t won over the lawmakers, however. <span>Dragos Tudorache, who co-led the drafting of the AI Act, promptly rebuffed the letter.<\/span><\/p>\n<p class=\"text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__large__nEccO body__full_width__ekUdw body__large_body__FV5_X article-body__element__2p5pI\" data-testid=\"paragraph-11\">\u201cI am convinced they have not carefully read the text but have rather reacted on the stimulus of a few who have a vested interest in this topic,\u201d he told <a href=\"https:\/\/www.reuters.com\/technology\/draft-eu-artificial-intelligence-rules-could-hurt-europe-open-letter-2023-06-30\/\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">Reuters<\/a>.<\/p>\n<p>On the plus side for the authors, there\u2019s still time to write plenty more letters.
