Some 80 years later, the British government wants to show that the UK is still a tech superpower \u2014 but the plans have caused alarm.<\/span><\/p>\n<p><span>Critics have various concerns. They worry that the summit organisers are spellbound by&nbsp;\u201cfrontier <a href=\"https:\/\/thenextweb.com\/topic\/artificial-intelligence\" target=\"_blank\" rel=\"noopener\">AI<\/a>,\u201d famous names, and far-flung fears, while overlooking more pressing and inclusive issues.<\/span><\/p>\n<p>A show-stealing late addition to the schedule elevated their suspicions. Sign up now!<\/p>\n<\/div>\n<\/div>\n<\/div>\n<p><span>Among the invitees are several political heavyweights, including <\/span><span>US Vice President&nbsp;Kamala Harris, European Commission President Ursula von der Leyen, UN Secretary-General Antonio Guterres, and Chinese Vice Minister Wu Zhaohui. <\/span><\/p>\n<p><span>Also in attendance are various tech titans, such as Microsoft President Brad Smith, OpenAI CEO Sam Altman, and Meta AI chief Yann LeCun. But the event is not for everyone.<\/span><\/p>\n<p><span><\/p>\n<blockquote class=\"c-richText__pullQuote\" readability=\"29\">\n<div class=\"c-richText__pullQuoteGradient\" readability=\"32\">\n<p class=\"c-richText__pullQuoteQuote\">\u201cMy fear is that the summit will focus on headline-grabbing existential threats.<\/p>\n<\/p><\/div>\n<\/blockquote>\n<p><\/span><\/p>\n<p><span>Much of the tech sector feels that only industry giants and political leaders will be seated at Sunak\u2019s conference table.<\/span><\/p>\n<p><span>Dr Hector Zenil, the founder of healthcare startup Oxford Immune Algorithmics, is worried that the event will be dominated by generative AI and big tech. He has called on Sunak to <\/span><span>involve a greater balance of commercial and academic representation.<\/span><\/p>\n<p><span>\u201cIf the AI Safety Summit is to be judged a success \u2014 or at least on the right path to creating consensus on AI safety, regulation, and ethics \u2014 then the UK government must strive to create an even playing field for all parties to discuss the future use cases for the technology,\u201d Zenil said.<\/span><\/p>\n<p><span>\u201cThe Summit cannot be dominated by those corporations with a specific agenda and narrative around their commercial interests, otherwise this week\u2019s activities will be seen as an expensive and misleading marketing exercise.\u201d<\/span><\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\" readability=\"5.841059602649\">\n<p lang=\"en\" dir=\"ltr\">In conversation with <a href=\"https:\/\/twitter.com\/elonmusk?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"nofollow noopener\">@elonmusk<\/a> <br \/>After the AI Safety Summit<br \/>Thursday night on <a href=\"https:\/\/twitter.com\/X?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"nofollow noopener\">@x<\/a> <a href=\"https:\/\/t.co\/kFUyNdGD7i\" target=\"_blank\" rel=\"nofollow noopener\">pic.twitter.com\/kFUyNdGD7i<\/a><\/p>\n<p>\u2014 Rishi Sunak (@RishiSunak) <a href=\"https:\/\/twitter.com\/RishiSunak\/status\/1719055211451306003?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"nofollow noopener\">October 30, 2023<\/a><\/p>\n<\/blockquote>\n<p><span>Zenil\u2019s views are common across the sector. <\/span><span>Among the industry insiders who share his unease is&nbsp;Victor Botev, the CTO and co-founder of <\/span><a href=\"https:\/\/thenextweb.com\/news\/ai-hallucinations-solution-iris-ai\" target=\"_blank\" rel=\"noopener\"><span>Iris.ai<\/span><\/a><span>, an Oslo-based startup.<\/span><\/p>\n<p><span>A former AI researcher&nbsp;at Chalmers University and now a business leader, Botev wants broader representation from&nbsp;both academia and industry at the meeting.<\/span><\/p>\n<p>\u201cIt is vital for any consultation on AI regulation to include perspectives beyond just the tech giants,\u201d he said. \u201cSmaller AI firms and open-source developers often pioneer new innovations, yet their voices on regulation go unheard. The summit missed a great opportunity by only including 100 guests, who are primarily made up of world leaders and big tech companies.\u201d<\/p>\n<p><span>Venture capitalists have raised similar concerns.&nbsp;<\/span><\/p>\n<p><span>\u201cGoing forward, we also must have more voices for startups themselves. The AI <span>safety<\/span> summit\u2019s focus on big tech, and shutting out of many in the AI startup community, is disappointing,\u201d said<\/span><span> Ekaterina<\/span><span> Almasque, General Partner at European VC <\/span><span>OpenOcean<\/span><span>.&nbsp;<\/span><\/p>\n<p><span>\u201cIt is vital that industry voices are included when shaping regulations that will directly impact technological development.\u201d<\/span><\/p>\n<h2><strong>Frontier AI apocalypses<\/strong><\/h2>\n<p><span>The glitzy guestlist has been accompanied by a fittingly dramatic agenda. This combination, critics say, is a distraction from more pressing concerns.<\/span><\/p>\n<p><span>They note that the programme will exclusively focus on \u201cfrontier\u201d AI systems \u2014 a hazy term for advanced, general-purpose AI models. <\/span><span>In a recent government report, the term \u201cfrontier AI\u201d was applied almost entirely to large language models (LLMs) \u2014&nbsp;particularly OpenAI\u2019s ChatGPT.<\/span><\/p>\n<p><span>Zenil suspects the focus has been<\/span><span> influenced by CEOs who are invested in this field. He wants the government to take a broader view.<\/span><\/p>\n<p>\u201cIt is absolutely critical that the UK has a coherent strategy for AI that encompasses all aspects of the technology and different models. They note, for instance, that a recent study <\/span><a href=\"https:\/\/thenextweb.com\/news\/googles-ai-could-consume-as-much-electricity-as-ireland\" target=\"_blank\" rel=\"noopener\"><span>found<\/span><\/a><span> that Google\u2019s AI could soon consume as much electricity as Ireland.<\/span><\/p>\n<p>Almasque, from VC firm OpenOcean, fears the summit\u2019s priorities are skewed.<\/p>\n<p>\u201cIt looks likely to focus mostly on bigger, long-term risks from AI, and far less on what needs to be done, today, to build a thriving AI ecosystem,\u201d she said. \u201cIt\u2019s like a startup worrying about its IPO price before it\u2019s raised seed funding.\u201d<\/p>\n<p><span>These concerns are shared by Natalie Cramp, CEO of data company Profusion, which has previously advised the UK government. Ahead of the event, Sunak revealed a core component of his plan will be a new \u201cworld-first\u201d AI safety institute.&nbsp;<\/span><\/p>\n<p><span>Dr Asress Gikay, a senior lecturer in AI at Brunel University London, was unimpressed by the announcement. Gikay is dismissive of the institute\u2019s aim to prompt international agreements. She&nbsp;suspects that Sunak has ulterior motivations.<\/span><\/p>\n<p><span>&nbsp;\u201cThe Prime Minister seems more focused on making political statements by unrealistic and unachievable agendas rather than addressing more pressing and attainable issues, such as domestic AI investment and the development of a robust policy and regulatory framework for responsible AI at the national level,\u201d she said.&nbsp;<\/span><span><\/span><\/p>\n<h2><strong>Taking chances<\/strong><\/h2>\n<p><span>Amid the scepticism, there is also optimism about the AI summit\u2019s potential. The big-name attendees and international media attention suggest the UK can be a key player in global developments.&nbsp;<\/span><\/p>\n<p><span>The country\u2019s thriving AI sector adds credibility to the event, while its pro-innovation approach to regulation provides a point of differentiation from&nbsp;European Union governance. <\/span><span>Britain\u2019s unique international position could also provide a bridge between the US, EU, and China.&nbsp;<\/span><\/p>\n<p><span>Emad Mostaque, CEO of Stability AI \u2014which develops the Stable Diffusion text-to-image model \u2014 is among the high-profile supporters of the summit.<\/span><\/p>\n<p><span>\u201cThe UK has a once-in-a-generation&nbsp;opportunity to become an AI superpower and ensure that AI benefits all, not just big tech,\u201d he said.<\/span><\/p>\n<p><span> Botev, the co-founder of <\/span><span>Iris.ai<\/span><span>, is more<\/span> cautiously hopeful. He is upbeat about the summit\u2019s potential, but worried that the government may make a rash decision for<span>&nbsp;a front-page news story. <\/span><\/p>\n<p>\u201cWith the global AI community watching, the UK should resist this urge,\u201d he said. \u201cThe summit is a chance for the UK to chart a global direction on AI governance, ensuring progress without compromising safety.
