The Cambridge team advocates a change of priorities.<\/p>\n<p><span>Haydn Belfield, a co-lead author of the report, noted that <\/span><span><a href=\"https:\/\/thenextweb.com\/topic\/data\" target=\"_blank\" rel=\"noopener\">data<\/a> and algorithms \u201care intangible and difficult to control.\u201d <\/span><span>Hardware, by contrast, is detectable, excludable, and quantifiable. It\u2019s also produced via an extremely concentrated supply chain. <\/span><\/p>\n<p><span>These characteristics make compute a&nbsp;good lever for regulation.&nbsp;<\/span><\/p>\n<p><span>\u201cComputing hardware is visible, quantifiable, and its physical nature means restrictions can be imposed in a way that might soon be nearly impossible with more virtual elements of AI,\u201d Belfield said in a statement.<\/span><\/p>\n<h2>New guardrails for AI chips<\/h2>\n<p>Governments have attempted to curb the AI power of rival states by imposing <a href=\"https:\/\/thenextweb-com.webpkgcache.com\/doc\/-\/s\/thenextweb.com\/news\/eu-semiconductor-independence-chips-act\">export controls<\/a> on semiconductors.<\/p>\n<p>These measures have received a <a href=\"https:\/\/thenextweb.com\/news\/dutch-criticise-new-us-export-ban-asml-chip-machine\" target=\"_blank\" rel=\"noopener\">mixed response<\/a>. Supporters say they\u2019re effective in the short-term, but critics argue that they cause economic harm and ultimately accelerate the progress made by opponents.<\/p>\n<p>The report present several alternative restrictions. One is<span> adding a unique identifier to each chip, which would mitigate espionage and chip smuggling. <\/span><\/p>\n<p><span>To reinforce these tags, an international<\/span> registry could track the flow of chips destined for AI supercomputers.<\/p>\n<p>All chip<span> producers and sellers would be required to report every transfer and provide precise data on the compute controlled by each state and corporation<\/span><span>. Regular<\/span>&nbsp;audits would ensure that the records remain accurate.<\/p>\n<p><span>\u201cGovernments already track many economic transactions, so it makes sense to increase monitoring of a commodity as rare and powerful as an advanced AI chip,\u201d Belfield said.<\/span><\/p>\n<p>Alongside the tags and registry, the report suggests <span>\u201ccompute caps\u201d to restrict AI chips and a \u201csmart switch\u201d to terminate dangerous use.<\/span><\/p>\n<p>These proposals arrive amid a boom in the chip market.
