The EU has officially adopted the AI Act, the world\u2019s first comprehensive rulebook on artificial intelligence<\/a>.<\/p>\n

Members of the European Parliament (MEPs) overwhelmingly endorsed the regulation on Wednesday. The law passed with 523 votes in favour, 46 against, and 49 abstentions.<\/span><\/p>\n

\u201cEurope is NOW a global standard-setter in AI,\u201d Thierry Breton, the bloc\u2019s commissioner for the internal market, wrote on X.<\/p>\n

Breton\u2019s claim was echoed across the tech<\/a> world \u2014 although not always with praise. Supporters praised the act\u2019s attempt to reduce AI<\/a> risks, but critics warn that the rules will inhibit innovation.<\/p>\n

Still, both sides expect the legislation to have a powerful impact. By approving the first law of its kind, the AI Act has set a precedent for governments across the world.<\/p>\n

Enza Iannopollo<\/a>, an analyst at tech advisory firm Forrester, hailed the law\u2019s adoption as the \u201cbeginning of a new AI<\/span> era.\u201d<\/p>\n

\u201cLike it or not, with this regulation, the EU establishes the \u2018de facto\u2019 standard for trustworthy AI<\/span>, AI<\/span> risk mitigation, and responsible AI,\u201d she told TNW.<\/span> \u201cEvery other region can only play catch-up.\u201d<\/span><\/p>\n

The bloc\u2019s timing has also caught attention. The EU had initially planned to vote on the law next month, before deciding that an earlier decision was required.<\/span><\/span><\/p>\n

\u201cThey recognise that the technology and its adoption is moving so fast that there is no time to waste, especially when there isn\u2019t an alternative framework available,\u201d Iannopollo said.<\/span><\/span><\/p>\n

The path to implementation<\/h2>\n

Despite being an EU law, the AI Act will apply to companies around the world that do business in the bloc.<\/p>\n

Breaches of the rules can trigger fines of 7% of a company\u2019s global turnover. That\u2019s sparked concern in big tech<\/a>, which receives more favourable regulation in the US.<\/p>\n

Many European businesses have also raised objections<\/a>. They worry that the continent\u2019s tech sector will be pushed further behind their competitors in the US and China. Lobbying<\/a> from European startups Mistral AI and Aleph Alpha reportedly pushed the EU to relax the rules<\/a> for foundation models, a general-purpose technology that underpins the likes of <\/span>OpenAI\u2019s<\/a> ChatGPT.<\/span><\/p>\n

In an attempt to allay their concerns, the AI Act divides applications into different risk categories. The strictest rules are reserved for \u201chigh-risk\u201d systems, from cars to law enforcement tools. Deployments designated \u201cunacceptable\u201d \u2014 such as social credit scoring \u2014 will be banned altogether.<\/p>\n

These rules are expected to take effect this May. Iannopollo advises organisations to assemble AI compliance teams as soon as possible.<\/p>\n

\u201cThere is a lot to do and little time to do it,\u201d she warned.<\/p>\n
