The European Commission today approved \u20ac5bn in German state aid to support TSMC\u2019s chip plant in Dresden \u2014 its first in Europe.<\/p>\n

Dubbed European Semiconductor Manufacturing Company (ESMC), the fab is a joint venture between the Taiwanese chip giant, the Netherlands\u2019 NXP, and Germany\u2019s Bosch and Infineon.<\/p>\n

TSMC will own 70% of the factory, while the European chipmakers will each have a 10% equity stake.<\/p>\n

The \u20ac5bn state aid is part of the EU\u2019s Chips Act<\/a>, which aims to increase the bloc\u2019s share of global chip production to 20% by 2030. It\u2019s also the biggest grant to date under the act (providing about half of the estimated +\u20ac10bn investment needed for the fab) \u2014 and for good reasons.<\/p>\n

The first (obvious) one is TSMC\u2019s key position in the global semiconductor supply chain.<\/p>\n

The upcoming plant also meets the act\u2019s requirement of a \u201cfirst-of-kind\u201d facility that mass-develops technology which doesn\u2019t currently exist in the Union.<\/p>\n

ESMC will deliver high-performance chips, based on 300mm silicon wafers with node sizes covering 28\/22nm and 16\/12nm. It will use field-effect transistor (FinFET) technology \u2014 a type of transistor design that improves performance and energy efficiency.<\/p>\n

Expected to reach full operational capacity by 2029, the fab will produce 480,000 silicon wafers per year. It will provide semiconductors for automotive and industrial applications.<\/p>\n

As part of the deal, ESMC will operate as an \u201copen foundry,\u201d meaning that any customer (besides the four shareholders) will be able to order specific chips.<\/p>\n

\u201c[This] will ensure widespread access to power-efficient chips, including by smaller companies and startups, while limiting any potential distortion of competition,\u201d EU competition chief Margrethe Vestager said in a statement.<\/p>\n

Attracting global tech giants<\/h2>\n

Attracting chip giants to the bloc, through financial incentives and favourable regulation, is a crucial part of the EU\u2019s strategy to increase domestic production.<\/p>\n

Alongside TSMC, Intel has also committed to build a \u20ac30bn mega fab<\/a> in Germany for highly-advanced chips. If the plan goes through \u2014 which is not guaranteed, given the company\u2019s <\/span>recent financial woes<\/a> <\/span>\u2014 the plant will deliver chips for applications such as AI<\/a> and high performance computing (HPC).<\/p>\n

But amid fierce global competition and an increasingly unstable geopolitical landscape<\/a>, it\u2019s unclear whether the EU will actually hit its targets.<\/p>\n
