Meta\u2019s CEO Mark Zuckerberg and Spotify\u2019s CEO Daniek Ek have taken aim at European lawmakers for enforcing \u201cstifling\u201d and \u201cinconsistent\u201d regulation that hampers the growth of tech companies.<\/span><\/p>\n

\u201cInstead of clear rules that inform and guide how companies do business across the continent, our industry faces overlapping regulations and inconsistent guidance on how to comply with them,\u201d <\/span>wrote the pair in an<\/span> op-ed<\/span><\/a> Wednesday. <\/span>\u201cWithout urgent action, Europe will miss this once-in-a-generation opportunity.\u201d  <\/span> <\/span><\/p>\n

That opportunity, of course, is the rise of artificial intelligence. More specifically, open-source AI \u2014 like Meta\u2019s Llama LLM \u2014 released <\/span>publicly under a licence.<\/span> Europe, with its <\/span>vast pool of open-source developers<\/span><\/a>, is uniquely positioned to thrive in this space.  <\/span><\/p>\n

Yet, regulatory inconsistencies, like those in the General Data Protection Regulation (GDPR), are hampering AI development and deployment, say the tech billionaires.<\/span><\/p>\n

They use the example of the EU forc<\/span>ing <\/span>Meta <\/span>to delay training its LLMs<\/span><\/a> on content from Facebook and Instagram users in the bloc over privacy concerns.<\/span><\/p>\n

\u201cD<\/span>elaying the use of data that is routinely used in other regions means the most powerful AI models won\u2019t reflect the collective knowledge, culture, and languages of Europe \u2014 and Europeans won\u2019t get to use the latest AI products,\u201d wrote Zuckerberg and Ek.  <\/span><\/p>\n

At the time, Austrian non-profit<\/span> Noyb <\/span>criticised<\/span><\/a> Meta\u2019s framing of the delay as a collective punishment. \u201cMeta could roll out AI technology in Europe, if it would just bother to ask people to agree, but it seems Meta is doing everything it can to never get opt-in consent for any processing,\u201d it said. <\/span><\/p>\n

While Meta is perhaps exaggerating in this case, the fact that <\/span>European innovation is lagging behind<\/span><\/a> is undeniable. While Spotify, currently valued<\/span> at $68bn, has been hugely successful, it\u2019s the exception rather than the rule. Almost all of the <\/span>world\u2019s most valuable startups<\/span><\/a> are based in the US and Asia.   <\/span><\/p>\n

\u201cEurope <\/span>needs a new approach, with clearer policies and more consistent enforcement,\u201d said the two founders. \u201cCombined with the right ambition and some of the world\u2019s top AI talent, the EU would have a real chance of leading the next generation of tech innovation.\u201d<\/span><\/p>\n
