A coalition of European startups has urged swift action to slash burdensome EU regulations after a <\/span>landmark declaration<\/span><\/a> from the D9+ group of digitally advanced nations.<\/span><\/p>\n

The declaration stressed the need for \u201cremoving barriers\u201d and \u201csimplifying EU rules and procedures.\u201d Ministers from all 13 countries in the D9+ \u2014 Belgium, the Czech Republic, Denmark, Estonia, Finland, Ireland, Luxembourg, the Netherlands, Poland, Portugal, Slovenia, Spain, and Sweden \u2014 signed the statement.<\/span><\/p>\n

They emphasised the need for a \u201creviewed digital rulebook\u201d that is \u201cderegulated where possible\u201d and \u201cavoids unnecessary red tape.\u201d<\/span><\/p>\n

A startup group has called for the ministers to back up their words with actions. The <\/span>S9+ Coalition<\/span><\/a> \u2014 founded to give startups a voice in the policy agenda of the D9+ \u2014 warned that Europe\u2019s \u201cexcessive and fragmented regulation\u201d has become a self-imposed barrier.<\/span><\/p>\n

\u201cIf this declaration is to matter, the next step is clear: D9+ countries must push their colleagues in the [European] Council to simplify, harmonise, and reduce the burden of EU digital regulation \u2014 and to make Europe more attractive for investment in innovation,\u201d said Peter Kofler, chairman of S9+ member Danish Entrepreneurs.<\/span><\/p>\n

The S9+ argues that startups are the foundation of Europe\u2019s next tech champions. The claim is based on solid ground. According to Dealroom.co, just 0.01% of companies create 34% of all economic value \u2014 and they all start as startups<\/a>.<\/span><\/p>\n

Europe, however, has struggled<\/a> to turn promising companies into big businesses. Not a single EU company started from scratch in the last 50 years has a market capitalisation over \u20ac100 billion. In the same period, all six US companies with a valuation above \u20ac1 trillion were created.<\/span><\/p>\n

Hopes and fears for EU startups<\/h2>\n

In recent years, Europe<\/a> has fallen further behind the US in productivity and suffered from a declining share of global tech revenue. The continent\u2019s leading startups now often look overseas to scale. Between 2008 and 2021, almost 30% of European startups valued at over $1 billion <\/span>relocated<\/span> their headquarters<\/span> abroad. The vast majority moved to the US.  <\/span><\/p>\n

These problems are often attributed to stifling regulation. GDPR, for instance, cost small IT companies over 12% of their profits, <\/span>according to<\/span><\/a> estimates by three Oxford University economists.<\/span><\/p>\n

In <\/span>a declaration<\/span><\/a> of its own, the S9+ warned that \u201cEurope cannot regulate its way out of stagnation.\u201d<\/span><\/p>\n

The declaration proposes concrete actions to tackle the problem. Among its recommendations are rapidly implementing <\/span>the 28th regime<\/span><\/a> \u2014 a proposed single set of rules for the entire EU \u2014 and providing tech-friendly zones, with regulatory \u201csandboxes\u201d alongside a gradual increase in regulatory requirements.<\/span><\/p>\n

AI regulation is a particular concern for the S9+. The coalition urged the EU to develop a regulatory framework that fosters AI<\/a> innovation while ensuring fair and open data access. New compliance frameworks, the S9+ stressed, should be restricted to what\u2019s \u201cabsolutely necessary\u201d \u2014 and only introduced after consulting startups.<\/span><\/p>\n

The S9+ also emphasised the need to focus on emerging companies, rather than prioritising the demands of traditional industry giants.<\/span>\u201cStartups are not asking for special treatment,\u201d Kofler said. \u201cWe are asking for a level playing field \u2014 for access to capital, data, infrastructure, and markets. If Europe wants to close its <\/span>\u20ac800 billion<\/span><\/a> investment gap, it won\u2019t happen by giving old subsidies to old players. It will happen by unleashing the capital and ideas that startups already bring.\u201d<\/span><\/p>\n
