The sensor installation was part of a broader project to upgrade thousands of streetlights to LED lighting. Through the initiative, more than 3,000 lights became part of the city\u2019s data-gathering infrastructure with the addition of CityIQ nodes, including cameras and sensors. Ubicquia<span>&nbsp;<\/span><a href=\"https:\/\/cities-today.com\/industry\/ubicquia-acquires-cityiq-to-scale-streetlight-technology\/\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">acquired CityIQ<\/a>&nbsp;and the contract from GE Current earlier this year.<\/p>\n<p>The total cost of the project was approximately US$30 million, to be paid off over thirteen years through the energy savings from the lighting. The sensors made up about US$10 million of the total, the city said.<\/p>\n<p>As well as cost-savings, leaders aimed to use insights from the data captured to improve mobility, parking, public safety and to drive app-led innovation. However, the program has drawn mounting criticism over<span>&nbsp;<\/span><a href=\"https:\/\/www.sandiegouniontribune.com\/news\/watchdog\/story\/2019-09-17\/protesters-call-for-san-diego-to-suspend-smart-streetlight-technology-ci-privacy-concerns\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">privacy and surveillance<\/a><span>&nbsp;<\/span>concerns. It sparked further controversy recently relating to San Diego police accessing<span>&nbsp;<\/span><a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2020-08-06\/a-surveillance-standoff-over-smart-streetlights\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">video footage<\/a><span>&nbsp;<\/span>from streetlights to help solve crimes, including homicides, sexual assaults and fatal accidents, as well as vandalism and looting during protests.<\/p>\n<p>Before cutting off sensor services, \u201cspecial and limited access to video\/image data existed exclusively for the San Diego Police Department (SDPD),\u201d Portela said. This<span>&nbsp;<\/span><a href=\"https:\/\/www.sandiego.gov\/sites\/default\/files\/fact_sheet_final_smart_street_lights_053119.pdf\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">allowed<\/a><span>&nbsp;<\/span>authorized personnel in SDPD to request access to specific video\/images within a five-day period at the discretion of the Chief of Police for criminal investigations.&nbsp;Raw video and image data have<span>&nbsp;<\/span><a href=\"https:\/\/www.sandiego.gov\/sites\/default\/files\/streetlight_data_department_instruction_-_d1_020619_revision.pdf\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">not been accessible<\/a><span>&nbsp;<\/span>to general city staff or any members of the public, he said.<\/p>\n<p>The city\u2019s contract with Ubicquia expired in June and the company has turned the sensors off until a new deal is in place but it<span>&nbsp;<\/span><a href=\"https:\/\/www.nbcsandiego.com\/news\/local\/data-collection-has-stopped-but-smart-street-light-cameras-still-rolling\/2369186\/\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">agreed<\/a><span>&nbsp;<\/span>to continue to fulfil police requests for video footage of serious or violent incidents.<\/p>\n<p>But cameras were also switched off earlier this month, after a<span>&nbsp;<\/span><a href=\"https:\/\/www.techwire.net\/news\/city-pulls-plug-on-streetlight-cameras-pending-surveillance-ordinance.html\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">proposal<\/a><span>&nbsp;<\/span>to pass management of the streetlight program over to the police was quickly scrapped.<\/p>\n<p>\u201cPolice have used smart streetlights to hold violent criminals accountable. I support \u2014 and proposed \u2014 clear rules for this tech, but the City Council stalled on legislation. They won\u2019t approve funds without legislation, so there\u2019s no choice but to turn them off until Council acts,\u201d Mayor Kevin Faulconer tweeted.<\/p>\n<p>He added: \u201cMy staff proposed a surveillance policy to the City Council nine months ago. Council still hasn\u2019t adopted one. We\u2019ve seen killers caught, innocent people exonerated, and crimes solved. I\u2019m calling on the Council to vote on surveillance legislation and this tech contract ASAP.\u201d<\/p>\n<h2>Where next?<\/h2>\n<p>City Council rejected the<span>&nbsp;<\/span><a href=\"https:\/\/onbase.sandiego.gov\/OnBaseAgendaOnline\/Documents\/ViewDocument\/Staff%20Report.docx.pdf?meetingId=3858&amp;documentType=Agenda&amp;itemId=186700&amp;publishId=361044&amp;isSection=false\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">initial draft policy<\/a>, calling for a surveillance ordinance to cover more types of technologies and to carry more weight than a policy.&nbsp; The City Attorney reviewed the draft ordinance&nbsp;<a href=\"https:\/\/docs.sandiego.gov\/memooflaw\/MS-2020-24.pdf.pdf\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">recently<\/a><span>&nbsp;<\/span>and requested further clarifications.<\/p>\n<p>\u201cThe surveillance ordinance is going through the legal review process. It will go to City Council for approval this fall,\u201d said a spokesperson for Council member Monica Montgomery Steppe, who is sponsoring the ordinances to regulate surveillance technology.<\/p>\n<p>Ian Aaron, CEO of Ubicquia, told<em><span>&nbsp;<\/span>Cities Today<\/em>: \u201cWe are committed to working with the City of San Diego to make the city smarter, safer and more connected, and we are in continuing dialogue with the city and city stakeholders to ensure the city\u2019s needs are met.\u201d<\/p>\n<p>Making streetlights smart through the addition of sensors is a<span>&nbsp;<\/span><a href=\"https:\/\/cities-today.com\/us6-billion-to-be-invested-in-streetlights-over-next-decade-says-us-market-report\/\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">growing trend<\/a><span>&nbsp;<\/span>in the US and elsewhere. Northeast Group<span>&nbsp;<\/span><a href=\"https:\/\/cities-today.com\/us6-billion-to-be-invested-in-streetlights-over-next-decade-says-us-market-report\/\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">forecasts<\/a><span>&nbsp;<\/span>that US$1.4 billion will be invested in smart streetlighting in the US over the next decade, and US$600 million in additional smart city applications.<\/p>\n<p>The situation in San Diego also comes as several other cities&nbsp;are beginning to introduce stronger oversight of data-gathering technologies, particularly in light of the COVID-19 pandemic, which has increased debate about these systems, and in the wake of the Black Lives Matter movement.<\/p>\n<p>Portland City Council recently<span>&nbsp;<\/span><a href=\"https:\/\/cities-today.com\/portland-bans-private-companies-from-using-facial-recognition-technology\/\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">unanimously voted<\/a><span>&nbsp;<\/span>to pass two ordinances that prohibit the use of facial recognition technologies by both city departments and private companies.
