The announcement was made official by the government\u2019s official spokesperson Rohit Kansal.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\" readability=\"6.4\">\n<p lang=\"en\" dir=\"ltr\">4G mobile internet services being restored in entire J&amp;K <a href=\"https:\/\/twitter.com\/diprjk?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">@diprjk<\/a><\/p>\n<p>\u2014 Rohit Kansal (@kansalrohit69) <a href=\"https:\/\/twitter.com\/kansalrohit69\/status\/1357692033549279240?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">February 5, 2021<\/a><\/p>\n<\/blockquote>\n<p><span>In August 2019, India\u2019s Home Minister Amit Shah moved to abolish Article 370 in the parliament to strip the state of its autonomy. The government <a href=\"https:\/\/thenextweb.com\/in\/2019\/08\/05\/india-shuts-down-communications-for-millions-before-stripping-jammu-kashmir-of-autonomy\/\">blocked internet and communication services for millions<\/a> in the region saying that it wants to control the unrest and misinformation.&nbsp; The state is now reconstituted as two union territories: Jammu &amp; Kashmir and Ladakh.<\/span><\/p>\n<p>Citizens in the region had to wait till <a href=\"https:\/\/www.thehindu.com\/news\/national\/postpaid-mobile-phone-services-in-kashmir-restored\/article29679705.ece\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">October 2019<\/a> to get their internet connection back. But this move was just restricted to postpaid subscribers, leaving tons of prepaid users in the dark. The government restored internet access in a staggered manner afterward through various allow lists with <a href=\"https:\/\/thenextweb.com\/in\/2020\/01\/15\/internet-partially-restored-in-kashmir-after-165-days-social-media-still-blocked\/\">a limited number of sites<\/a>. In March, restrictions on sites were lifted, but mobile connectivity was still confined <a href=\"https:\/\/thenextweb.com\/in\/2020\/03\/04\/after-8-months-kashmir-finally-lifts-social-media-ban-but-only-on-2g\/\">to 2G for prepaid connections<\/a>.<\/p>\n<p><em>[Read:&nbsp;<a href=\"https:\/\/thenextweb.com\/in\/2020\/08\/10\/the-human-cost-of-a-year-of-internet-blackouts-in-kashmir\/\">The human cost of a year of internet blackouts in Kashmir<\/a>]<\/em><\/p>\n<p>The internet shutdown and other restrictions had a serious impact on people\u2019s livelihood. As per a report published by the Kashmir Chamber of Commerce, businesses <a href=\"https:\/\/www.indiatoday.in\/india\/story\/kashmir-survived-without-4g-internet-for-months-with-coronavirus-it-really-needs-it-1659883-2020-03-26\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">lost over $5.3 billion<\/a> after the blackout.<\/p>\n<p>This was one of the longest-running internet shutdowns in democratic countries.&nbsp;<span>Raman Chima,&nbsp;Asia Pacific Policy director at internet rights non-profit Access Now, said that the previous shutdown was excessive and mindlessly repeated.<\/span><\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\" readability=\"14.242253521127\">\n<p lang=\"en\" dir=\"ltr\">This is welcome, but let&#8217;s also be clear \u2013 the previous shutdown was excessive, mindlessly repeated.
