The country\u2019s national assembly <a href=\"https:\/\/www.wsj.com\/articles\/google-apple-hit-in-south-korea-by-worlds-first-law-ending-their-dominance-over-app-store-payments-11630403335\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">passed the bill<\/a> after <a href=\"https:\/\/thenextweb.com\/news\/south-korea-apple-google-app-commission\">the special parliament committee voted in favor of it last week<\/a>.<\/p>\n<p>The bill is an amendment to the country\u2019s telecommunication act that will stop companies like Apple and Google from using their in-app purchase system in app stores exclusively. If any app store operator fails to comply they\u2019ll have to pay 3% of their South Korean revenue.<\/p>\n<p>Both companies have faced scrutiny the world over related to the commission they collect from app developers. These companies charge a 30% fee for in-app purchases with certain concessions for small-time developers. Epic Games \u2014 owners of battle royale game Fortnite \u2014 is in <a href=\"https:\/\/thenextweb.com\/news\/apple-epic-case-fortnite-analysis\">a famous court battle with Apple<\/a> over this matter. In India, Google had to <a href=\"https:\/\/thenextweb.com\/news\/google-delays-its-30-fee-for-android-developers-in-india-amid-play-store-row\">delay the rollout of its 30% commission<\/a>, after developers rallied against it last year.<\/p>\n<p>Last week, after the South Korean parliamentary committee passed the bill, Apple commented that if people will use alternative sources to buy digital goods, they\u2019ll be \u201c<span>at risk of fraud.\u201d<\/span><\/p>\n<p>In the US,<span>&nbsp;<\/span><a href=\"https:\/\/www.cnbc.com\/2021\/08\/11\/bipartisan-bill-targets-apple-and-googles-ability-to-profit-from-app-stores.html\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">a bipartisan bill was introduced<\/a><span>&nbsp;<\/span>this month, looking to restrict Apple and Google\u2019s dominance over in-app payment systems in their app stores.<\/p>\n<p>Last week, Apple gave a minor respite to developers by <a href=\"https:\/\/thenextweb.com\/news\/apple-app-store-communication-email-analysis\">allowing them to communicate about alternative payment methods to the customers<\/a> \u2014 but only via email.<\/p>\n<p>In a statement, Google said that Play Store provides more than payment processing to developers:<\/p>\n<blockquote readability=\"12\">\n<p>Google Play provides far more than payment processing, and our service fee helps keep Android free, giving developers the tools and global platform to access billions of consumers around the world. It\u2019s a model that keeps device costs low for consumers and enables both platforms and developers to succeed financially. And just as it costs developers money to build an app, it costs us money to build and maintain an operating system and app store. We\u2019ll reflect on how to comply with this law while maintaining a model that supports a high-quality operating system and app store, and we will share more in the coming weeks.<\/p>\n<\/blockquote>\n<p>In its statement, Apple repeated its message from last week about fraud and developer opportunities:<\/p>\n<blockquote readability=\"12\">\n<p><span>The Telecommunications Business Act will put users who purchase digital goods from other sources at risk of fraud, undermine their privacy protections, make it difficult to manage their purchases, and features like \u201cAsk to Buy\u201d and Parental Controls will become less effective. We believe user trust in App Store purchases will decrease as a result of this legislation \u2014 leading to fewer opportunities for the over 482,000 registered developers in Korea who have earned more than KRW8.55 trillion to date with Apple.<\/span><\/p>\n<\/blockquote>\n<p>The new South Korean law can inspire a lot of countries and regions to enforce restrictions on these big app store operators.
