a<span>&nbsp;<\/span><a href=\"https:\/\/tfl.gov.uk\/info-for\/media\/press-releases\/update-on-government-funding-agreement-for-tfl\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">\u00a31.8 billion (US$2.3 billion) government bailout<\/a><span>&nbsp;<\/span>to keep services running until March 2021.<\/p>\n<p>The funding will ensure TfL can absorb the impact of Covid-19 and comes less than two weeks after London Mayor Sadiq Khan accused Prime Minister Boris Johnson of<span>&nbsp;<\/span><a href=\"https:\/\/cities-today.com\/london-mayor-slams-uk-government-over-transport-funding\/\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">lying to Parliament<\/a><span>&nbsp;<\/span>over the transit operator\u2019s finances.<\/p>\n<p>Responding to the new agreement, Mayor Khan said the negotiations were \u201can appalling and totally unnecessary distraction at a time when every ounce of attention should have been focused on trying to slow the spread of Covid-19 and protecting jobs.\u201d<\/p>\n<p>He went on to say: \u201cI am pleased that we have succeeded in killing off the very worst Government proposals.\u201d<\/p>\n<p>Under the terms of the bailout,&nbsp;free travel for under 18s and over 60s will remain, but fares will be increased in January by the rate of inflation plus one percent.<\/p>\n<h2>Congestion charge<\/h2>\n<p>A&nbsp;proposed expansion of the<span>&nbsp;<\/span><a href=\"https:\/\/tfl.gov.uk\/modes\/driving\/congestion-charge\/congestion-charge-zone\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">congestion charge zone<\/a><span>&nbsp;<\/span>has been avoided, but the fee, which was increased from \u00a311.50 to \u00a315 in June, will remain in place at the higher rate.<\/p>\n<p>Almost \u00a3100 million was raised this summer as a consequence of hiking the charge to \u00a315 and extending its operating hours into the evenings and weekends.<\/p>\n<p>London residents will also face higher council tax bills from January, though the exact amount has not been revealed.<\/p>\n<p>Transport Secretary Grant Shapps said: \u201cThis deal is proof of our commitment to supporting London and the transport network on which it depends.<\/p>\n<p>\u201cJust as we\u2019ve done for the national rail operators, we\u2019ll make up the fare income which TfL is losing due to Covid-19.\u201d<\/p>\n<p>Without the bailout the network could have been forced to issue a Section 114 order, the equivalent of bankruptcy for a public company.<\/p>\n<p>Other measures under the new agreement include:<\/p>\n<ul>\n<li>Planning for Crossrail 2 is being shut down, though the route will be \u201csafeguarded\u201d.<\/li>\n<li>TfL must \u201csupport\u201d a Government review of \u201cthe possible implementation of driverless trains\u201d on the Tube.<\/li>\n<li>TfL must prioritize the delivery of a temporary walking and cycle ferry to help people currently unable to cross the Thames due to the closure of Hammersmith bridge.<\/li>\n<li>Plans to expand the \u00a312.50-a-day<span>&nbsp;<\/span><a href=\"https:\/\/tfl.gov.uk\/modes\/driving\/ultra-low-emission-zone\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">ultra low emission zone<\/a><span>&nbsp;<\/span>from central London to the North and South Circular roads must continue as planned and come into effect on October 25 next year.<\/li>\n<\/ul>\n<hr>\n<p><a
